The industry's response — more and bigger vessels — is the opposite of what the science demands. 2. More than a quarter of all European trawling takes place inside marine protected areas. With zones designed for conservation being fished at industrial intensity, the word "protected" rings hollow. 3. Twelve vessels. At least six national flags. Dozens of subsidiaries. Behind all of it: two Dutch families and their networks. This confusion is a design choice, not an accident. 4. On the rare occasions when violations are caught and fined, the penalties consistently fall below the value of the illegal catch. In the current system, crime pays.
